Hi Doug,
1. Do you get any error message/code?
2. Have you uninstalled Google search and tool bar as it may be conflicting with Bing?
(Go to Control panel- Add or remove programs and remove the Google tool bar and search bar)
Try to follow the steps in the methods to fix the installation issues on the computer:

How To Translate A Web Page In Opera Browser
First you need to do is to download Google Translate extension from Opera extensions store:
Start Opera browser.
Then, click on Menu button on the top left corner of the browser and open “Settings” and click on “Get extensions”.
On the next page, find the search field and type “Google Translate”.
Click on the extension. This opens a page with a description of Google Translate. At the top right is a button “Add to Opera”. Click on it.
One the installation is completed, close Opera and start the browser again.
After the installation, on the right corner of the browser’s address bar, you’ll see Google Translate icon.
When you click on the extension icon you will see two boxes: the upper box contains the original text and lower – the translation. There you can change the translation direction.
To translate the entire page you need to click anywhere on the page with the right mouse button and in the drop-down menu, select Google Translate, and then click translate this page to Spanish, for example.
A new tab will open with the translated page. At the top of the page there is the option with which you can change the translation direction and at the top-right, you can o back to the original page, just by clicking on “Original” button.
